The following draft Motions will be debated during this years General Synod. For further information on amendments and passage through General Synod please email the General Synod Press Officer.

Motions received by the Honorary Secretaries of the General Synod not less than one month before the day appointed for the opening of the session of the Synod at which the motion is to be moved (Standing Order 31).

  1. THE HONORARY SECRETARIES

    A motion or motions to allocate the time available between the items listed on the agenda Paper (Standing Order 56). (See Timetable Motion on separate sheet.)

  2. MOTION ON PROCEDURE
    THE HONORARY SECRETARIES

    That the Reports of the Board of Education and the Secondary Education Committee be taken together, that the first part of the debate be confined to matters mainly concerning education in the Republic of Ireland, being introduced by two speeches, one on behalf of the Board of Education and one on behalf of the Secondary Education Committee; that the second part of the debate be confined to matters concerning education in Northern Ireland, being introduced by one speech, on behalf of the Board of Education, and that the time allotted to each part of the debate be at the discretion of the President, but not to exceed a total of one and a half hours.

  3. MR JMD COUCHMAN AND REV CANON NT RUDDOCK

    That this Synod will not allow the sale of the Palace, Kilkenny in the present climate of dissent within the United Diocese, and in the light of the disenfranchisement of Ferns Diocese.

  1. CENTRAL COMMUNICATIONS BOARD
    THE HONORARY SECRETARIES

    That the following re-organisation of the Central Communications Board be approved:

    1. The resolution passed at General Synod 1985 be rescinded.

    2. The Standing Committee shall in June, 2001 appoint a Central Communications Board to serve until May 2003 and triennially thereafter consisting of:

      • One member of the House of Bishops
      • Two members, to include the Secretary, of each of the three sub-committees (broadcasting, literature, internet)
      • Two members of Standing Committee, to include an Honorary Secretary
      • Two senior members of Church House staff
      • Two members of the Representative Body
      • An option to co-opt two members to ensure both gender and regional balance.

    3. Appointments to the sub-committees to be made by the Standing Committee on the recommendation of the Central Communications Board up to a maximum of 10 members per sub-committee.

    4. The main objectives of the Central Communications Board shall be to:

      • Initiate policy in relation to the communications strategy of the Church of Ireland
      • Co-ordinate the work of the sub-committees
      • Report annually to the Standing Committee.

    5. The CCB will appoint its own chair and recommend the chairs of the other committees to the Standing Committee.

     

  2. CONSTITUTION OF THE CHURCH OF IRELAND
    THE HONORARY SECRETARIES

    That the Legislation Committee be authorised to prepare a Bill to consolidate the Constitution of the Church of Ireland, for consideration by the General Synod in 2002.

  1. SYNODICAL STRUCTURES WORKING GROUP
    REV CANON PF PATTERSON AND MR DJ AUCHMUTY

    That the General Synod:

    1. Welcomes and receives the report of the Synodical Structures Working Group of the Standing Committee.

    2. Subject to the Bill to amend Chapter I of the Constitution being passed, requests the working group to continue its work on related areas in order to present the necessary resolutions and legislation to fulfil the other recommendations listed in its report to the General Synod in 1999.
  1. THE BISHOP OF CASHEL AND OSSORY

    That in accordance with the provisions of Section 26(1) of Chapter I of the Constitution leave be granted for the introduction of a Bill in the General Synod of 2002 to amend the Book of Common Prayer to enable those who have been baptised but not yet confirmed to be admitted to the Holy Communion:

    To amend the Order for Confirmation in the Book of Common Prayer by deleting the existing final rubric and substituting the following:

    It is intended in Baptism that those who have been baptised will be confirmed. They may, however, be admitted to the Holy Communion prior to Confirmation.

  2. THE HONORARY SECRETARIES

    That the Honorary Secretaries be instructed to publish with as little delay as possible, the Journal of the Proceedings of the Synod during this session, with such appendices as they think expedient.
