Motions received by the Honorary Secretaries of the General Synod not less than one month before the day appointed for the opening of the session of the General Synod at which the motion is to be moved (Standing Order 31).

  2. MOTION ON PROCEDURE
    THE HONORARY SECRETARIES

    That the reports of the Board of Education and the Secondary Education Committee be taken together, that the first part of the debate be confined to matters mainly concerning education in the Republic of Ireland, being introduced by two speeches, one on behalf of the Board of Education and one on behalf of the Secondary Education Committee; that the second part of the debate be confined to matters concerning education in Northern Ireland, being introduced by one speech, on behalf of the Board of Education, and that time allotted to each part of the debate be at the discretion of the President, but not to exceed a total of one and a half hours.

  1. In Standing Order 8 of the Standing Orders of the General Synod for the word ‘He’ there shall be substituted the words ‘The Assessor’.
  2. In Standing Order 11 for the word ‘him’ there shall be substituted the words ‘the President’.
  3. In Standing Order 15 the words ‘in his place’ shall be deleted.
  4. In Standing Order 19 for the words ‘when he desires’ there shall be substituted the words ‘when desiring’ and in the Note for the words ‘of Chairman’ there shall be substituted the words ‘to the Chair’.
  5. In Standing Order 20 for the word ‘his’ there shall be substituted the words ‘the right to make a’.
  6. In Standing Order 24 (b) for the words ‘and he or his nominee shall’ there shall be substituted the words ‘and the proposer or the proposer’s nominee shall’.
  7. In Standing Order 26 the words ‘he is’ shall be deleted.
  8. In Standing Order 29 (a) for the word ‘his’ there shall be substituted the words ‘making a’.
  9. In Standing Order 31 (c ) for the word ‘his’ there shall be substituted the words ‘the mover’s’.
  10. (i) In Standing Order 44 (a) for the words ‘He shall judge from the answers to his requests and state the result, in his opinion, of putting the question’ there shall be substituted the following ‘The President shall judge from the answers to such requests and state the result, as an opinion, of putting the question’.

    (ii) In Standing Order 44 (b) for the words ‘in his opinion’ there shall be substituted the words ‘as an opinion’ and for the words ‘which he had previously expressed’ there shall be substituted the words ‘which had previously been expressed’.

    (iii) In Standing Order 44 (e) for the word ‘his’ there shall be substituted the word ‘an’.
  11. In Standing Order 49, 51 and 57 for the word ‘chairman’ whenever it occurs, there shall be substituted the word ‘chairperson’.
  12. In the Appendix to the Standing Orders for the section entitled ‘APPOINTMENT OF CHAIRMAN’ there shall be substituted the following:-

APPOINTMENT TO THE CHAIR

Procedure relative to the appointment to the Chair at meetings of the General Synod is in accordance with the provisions contained in the following section of Chapter I of the Constitution:

18. The President may exercise discretion in inviting any member of the House of Bishops to take the Chair for such period during a session as the President may determine; any person so taking the Chair shall have, and may exercise, all the powers and functions conferred by Standing Orders on the President’.

  1. CONSTITUTION OF THE STANDING COMMITTEE

  1. In Rule 5 (1) (b) (i) of the Rules defining the Constitution of the Standing Committee of the General Synod and prescribing its duties and powers, hereinafter referred to as ‘the said Rules’, for the word ‘clergymen’ there shall be substituted the world ‘clergy’.
  2. In Rule 5 (4) 9 of the said Rules for the words ‘under the direction of the chairman’ there shall be substituted the words ‘under direction from the chair’.
  3. In Rule 6 (3) 3 of the said Rules for the words ‘unless he had conveyed’ there shall be substituted the words ‘unless such person has conveyed’.
  4. In Rule 7 of the said Rules for the word ‘he’ there shall be substituted the words ‘such member’.
  5. In Rule 8 of the said Rules the words ‘under his hand’ and ‘his seat’ shall be deleted and after the word ‘resign’ there shall be added the words ‘from the Standing Committee.’
  6. In Rule 17 for the word ‘he’ there shall be substituted the words ‘that Registrar’.
  7. In the Appendix to the Rules for the figure ‘1988’ there shall be substituted the figure ‘2003’.
  1. CONSTITUTION OF THE BOARD OF EDUCATION
    LADY SHEIL
  1. In Paragraph 2 of the Constitution of the Board of Education for the word ‘synodsmen’ wherever it occurs there shall be substituted the words ‘synod members’.
  2. In Paragraph 4 thereof for the figure ‘1988’ there shall be substituted the figure ‘2003’ .
  3. In Paragraph 7A thereof for the figure ‘1989’ there shall be substituted the figure ‘2004’ and for the word ‘chairman’ wherever it occurs there shall be substituted the word ‘chairperson’.
  4. In Paragraph 12 thereof for the words ‘for submission by him’ there shall be substituted the words ‘who shall submit such name’.
  1. SECTARIANISM EDUCATION PROJECT SCOPING STUDY
    THE RT REV AET HARPER
That the General Synod directs that the findings of the Scoping Study be referred to each Diocesan Synod for consideration and reflection before the end of January 2004.

  1. REPORTING PROCEDURE
    MR WF BAKER
That the following Resolution of the General Synod of 1998 be rescinded:
  1. That commencing in the year 1999 the following shall report to the General Synod at least once every two years:

    Council for the Church Overseas
    Church of Ireland Youth Department
    Council for Mission in Ireland
    Commission on Church Buildings
    Church’s Ministry of Healing
    Christian Stewardship Committee
    Board for Social Responsibility (NI)
    Board for Social Responsibility (RI)
    Committee for Christian Unity
    Church of Ireland Marriage Council
  2. That the identity of those bodies reporting in any given year shall be determined by agreement between the bodies listed above and the Honorary Secretaries of the General Synod subject to the approval of the Standing Committee at its January meeting. Where such agreement is not forthcoming the Standing Committee shall make a ruling.

    That the Council for the Church Overseas and the Council for Mission in Ireland may present a report to the General Synod in alternate years or present a combined report.
  1. THE COVENANT COUNCIL
    MR WF BAKER
That “The Covenant Council” be established:
  1. To facilitate full implementation of the Covenant at local, regional and national level;
  2. To develop appropriate protocols and models for working together;
  3. To continue to reflect and advise on outstanding theological issues, with particular reference to the interchangeability of ministries;
  4. To be conversant with and, where appropriate, to participate in developments taking place in Anglican / Methodist relations in other parts of the world;
  5. To report annually to the General Synod of the Church of Ireland and to the Conference of the Methodist Church in Ireland.

That the following be elected to the Covenant Council for the period ending 31 May 2006:

That the Honorary Secretaries of the General Synod be instructed to publish with as little delay as possible, the Journal of the Proceedings of the General Synod during this session, with such appendices as they think expedient.
