Explanatory Memorandum
In 2001 various texts were excluded from consideration at the
committee stage to give General Synod the opportunity to consider
all the proposals of the international English Language Liturgical
Consultation. These are texts of prayers, creeds and canticles which
are common to all churches which use English in their liturgies.
This was because it was understood that these texts might be subject
to amendment at the ELLC 2001 meeting. In fact no changes were made
and the texts were submitted as a resolution in 2002. An amendment
was made by the Liturgical Advisory Committee to the wording of the
Nicene Creed which follows the traditional language version in
translating the original Greek of one line as ‘he became incarnate
by the Holy Spirit of the Virgin Mary’. This is because both ‘by’
and ‘of’ are the same Greek word.

Bill
To carry into effect a Resolution of the General Synod of 2002 to
amend the Book of Common Prayer by altering the wording of certain
texts to follow the English Language Liturgical Consultation (ELLC)
version amended as set out in the accompanying
Schedule.
WHEREAS a Resolution to amend the Book of Common Prayer by
altering the wording of certain texts to follow the English Language
Liturgical Consultation (ELLC) version as set out in the
accompanying
Schedule was duly passed in full Synod assembled in
Dublin in the year 2002 by the required majorities, and was duly
transmitted to the Secretaries of all Diocesan Synods;
AND WHEREAS it is expedient that the said Resolution shall be
carried into effect by a Statute;
AND WHEREAS in accordance with the provisions of section 26(1) of
Chapter 1 of the Constitution leave was given for the introduction
of a Bill in the General Synod of 2003;
BE IT ENACTED by the Archbishops and Bishops and the Clergy and
Laity of the Church of Ireland in General Synod assembled in Dublin
in the year 2003, and by the authority of the same as follows:
- In the Book of Common Prayer the wording of certain texts to
follow the English Language Liturgical Consultation (ELLC) version
shall be altered as set out in the accompanying
Schedule.
- The provisions of section 1 and of the Schedule to this
Statute shall come into force on such day or days as may hereafter
be appointed by the General Synod.
