Explanatory Memorandum

In the year 1999, the General Synod passed the first statutes of a long series of liturgical legislative provisions which have been considered by Synod over the following three years; the provisions of these statutes, when brought fully into operation will, together with the provisions of various enactments already in operation, form part of the Book of Common Prayer (2004), the third edition of the Book since the disestablishment of the Church of Ireland.

Accordingly, clause 1 and Schedule I seek to provide that 6 June 2004 (Trinity Sunday 2004) shall be the date of commencement for the relevant provisions of the various liturgical statutes of 2000-2003.

In clause 2 the order of offices is listed. In this order, where, in a few instances such as Morning and Evening Prayer, a service is listed as ‘ONE’ or ‘TWO’ this is simply for ease of reference and in each case ‘ONE’ will refer to traditional the language version of the service and ‘TWO’ to the service in Alternative Prayer Book (1984) form as amended in the light of practical usage and of recent liturgical scholarship. In all cases the relevant services are as approved by General Synod.

Finally, in clause 3 and Schedule II provision is made for the repeal of several liturgical statutes which, by virtue of the provisions of the 2004 edition of the Book of Common Prayer, will become redundant. These statutes made provision for services which were originally included in Alternative Occasional Services (1993) and which in a revised form have now been included in and so superseded by the Book of Common Prayer (2004).

To bring into operation the provisions of certain statutes of the General Synod and to make provision for ancillary matters concerning the 2004 edition of the Book of Common Prayer

WHEREAS it is desirable that the provisions of several statutes of the General Synod in the years of 2000, 2001, 2002 and 2003 shall be brought into operation to form part of the 2004 edition of the Book of Common Prayer;

AND WHEREAS it is desirable that the said edition of the Book of Common Prayer shall have an order of offices;

BE IT ENACTED by the Archbishops and Bishops and the Clergy and Laity of the Church of Ireland in General Synod assembled in Dublin in the year 2003, and by the authority of the same, as follows:

  1. Such provisions of the statutes set out in Schedule I which are not already in operation shall come into operation on 6th June, 2004 to form, together with the provisions of Chapters I and II of 1999 and of Chapter III of 2001, part of the 2004 edition of the Book of Common Prayer.
     
  2. With effect from 6th June, 2004, the following shall be the order of the offices in the Book of Common Prayer:-

    1. The Prefaces.
    2. The Calendar.
    3. Tables of Readings.
    4. General Directions for Public Worship.
    5. Sentences of Scripture.
    6. Morning and Evening Prayer – ONE.
    7. Morning and Evening Prayer – TWO.
    8. The Canticles.
    9. Daily Prayer.
    10. Some Prayers and Thanksgivings.
    11. An Order for Compline.
    12. A Late Evening Office.
    13. Services of the Word.
    14. The Litany – ONE.
    15. The Litany – TWO.
    16. Holy Communion – ONE – The Order for the Administration of the Lord’s Supper or Holy Communion.
    17. Holy Communion – TWO – The Celebration of the Holy Communion also called the Lord’s Supper or The Eucharist.
    18. Collects.
    19. Service for Ash Wednesday.
    20. Christian Initiation – ONE – (a) The Ministration of Public Baptism of Infants to be used in Church.
    (b) The Order for Confirmation.
    21. Christian Initiation – TWO – Services of Initiation.
    22. Marriage Services – ONE – The Form of Solemnisation of Matrimony.
    23. Marriage Services – TWO – (a) The Marriage Service.
    (b) Form of Prayer and Dedication after a Civil Marriage.
    24. Ministry to the Sick.
    25. Funeral Services – ONE – The Order for the Burial of the Dead.
    26. Funeral Services – TWO – Funeral Services.
    27. Ordination Services – ONE – The Form and Manner of Making, Ordaining and Consecrating. of Bishops, Priests and Deacons.
    28. Ordination Services – TWO – The Ordinal.
    29. The Psalter.
    30. A Catechism.
    31. The Creed (commonly called) of St Athanasius.
    32. Preamble and Declaration adopted by the General Convention in the year 1870.
    33. Articles of Religion.
     
  3. With effect from 6th June, 2004, the provisions of the Statutes set out in Schedule II shall be repealed.
